Ulloa, yang telah membantu ratusan korban perdagangan seks di Meksiko, mengatakan kejahatan terorganisir terlibat dalam 70% kasus.

Undang-undang perdagangan manusia yang baru memperhitungkan kasus-kasus perempuan yang dipaksa bekerja secara langsung untuk kartel, menghukum siapa saja yang membantu bring wanita untuk mereka.

Beberapa kesaksian baru-baru ini yang dibuat kepada wartawan dan aktivis menyoroti cobaan mengerikan yang dialami perempuan yang ditahan dalam jangka waktu lama oleh para gangster.

Dalam satu akun yang diambil oleh mantan wakil Orozco, seorang wanita dari El Salvador menggambarkan bagaimana dia diculik oleh Zeta di Meksiko, diperkosa berulang kali dan kemudian juga dipaksa untuk memasak dan mencuci pakaian dan parang berdarah.

Sementara dia akhirnya dibebaskan oleh salah satu penculiknya, wanita lain diyakini mengalami perlakuan brutal serupa sebelum akhirnya dibunuh.

Bulan ini, seorang ibu menemukan mayat putrinya di negara bagian Oaxaca setelah pencarian selama dua tahun; dia menemukan bahwa putrinya telah ditahan oleh sekelompok Zetas dan berulang kali diperkosa sebelum dipenggal.

Di negara bagian Michoacán barat, kartel Ksatria Templar yang brutal diduga telah menculik sejumlah besar gadis dan menahan mereka untuk berhubungan seks. Jose Manuel Mireles, seorang dokter yang telah menjadi pemimpin kelompok main hakim sendiri bersenjata melawan kartel di desa Tepalcatepec, mengatakan penggunaan sistematis kartel pemerkosaan sebagai alat teror adalah percikan terakhir yang membuat warga mengangkat senjata tahun ini.

“Mereka tiba di rumah orang dan berkata, ‘Mandikan putri Anda, dia akan tinggal bersama saya untuk beberapa waktu,’ dan mereka tidak akan mengembalikannya sampai dia hamil,” kata Mireles dalam kesaksian video yang diposting di Internet.

Milisi main hakim sendiri, seperti yang dipimpin oleh Mireles, telah bermunculan di serangkaian kota-kota Meksiko barat dalam beberapa bulan terakhir, mendirikan pos pemeriksaan dan membasmi dugaan anggota kartel.

Pemerintah telah mengambil sikap yang agak ambigu terhadap milisi ini: Presiden Enrique Peña Nieto mengutuk tindakan main hakim sendiri, tetapi polisi setempat hanya menangkap beberapa orang yang main hakim sendiri.

Dalam beberapa minggu terakhir, pemerintah juga telah mengirim ribuan polisi federal tambahan, tentara dan marinir ke Michoacán untuk memerangi kartel. Kembali di lingkungan Merced, banyak pekerja seks terus melakukan perdagangan mereka secara mandiri di bawah bayang-bayang perang narkoba berdarah Meksiko dan predasi pedagang manusia.

Patricia, yang telah menjadi pekerja seks di Merced selama 30 tahun, mengatakan dia yakin sebagian besar pelacur Meksiko tidak dipaksa, meskipun mereka menghadapi beberapa pilihan dalam hidup.

“Saya tidak punya masalah dengan klien saya. Banyak orang baik,” kata Patricia. “Seseorang bahkan membawakan saya obat ketika saya sakit.” Namun, Marcela, yang dipaksa menjadi pekerja seks saat remaja, mengatakan bahwa seringkali ada tekanan koersif yang tidak terlihat, seperti ancaman terhadap pekerja seks atau keluarganya.

“Mungkin ada beberapa wanita yang melakukannya karena pilihan, tetapi banyak yang terpaksa,” kata Marcela. “Tidak seorang pun, ketika mereka masih muda, berkata, ‘Saya ingin menjadi pelacur.’”…
